My reading is that 3 free Swift-Action, ranged Lay on Hands/day is incredibly broken for a 7,000 gp item, so it must simply be poorly phrased, and the intent is that it allows you to expend uses as normal, but as ranged swift actions. My player's reading is that he can use it and retain his number of channels/day, effectively giving him, or a Paladin, 3 free single-target uses of channel energy or Lay on Hands every day. If the wearer has the ability to channel energy or lay on hands, he can as a swift action choose to apply the effects of that class feature to an ally he is currently evaluating so long as that ally is within 30 feet of him, but doing so ends the effect of the phylactery’s status.Īccording to the description, it uses the vague phrase, "he can as a swift action choose to apply the effects of that class feature" but doesn't stipulate if he's actually expending daily uses, or if the item duplicates the effect somehow.
